The National Council of Resistance (CNRC) demands that Cambodian authorities and courts launch a large-scale investigation into Hun Sen and Hun Manet regarding their involvement in a transnational crime network in Cambodia, after a Thai court issued an arrest warrant for tycoon Kok An in connection with online fraud, kidnapping, and money laundering.We see at least four reasons to consider conducting a thorough investigation into Hun Sen and Hun Manet:
1.Humanity Research Consultancy (HRC), based in the United States, Germany, and the United Kingdom, recently claimed that the Cambodian People's Party is the backbone of a transnational criminal network in Cambodia, which includes at least 28 tycoons and influential officials, including one tycoon, Kok An.
2.HRC shows that these tycoons and influential officials collect dirty money from transnational criminal networks such as human trafficking, online fraud, and money laundering to feed the Cambodian People's Party, while Cambodia's economic situation worsened after the dissolution of the CNRP in 2017.
3. Oknha Kok An has always appeared as a major financial network leader, funneling millions of dollars a year to help the Cambodian People's Party under the leadership of Mr. Hun Sen as President and Mr. Hun Manet as Vice President.
4. Mr. Hun Sen and Mr. Hun Manet are the only two individuals who have the power to make all decisions, both over the process of raising funds to support the Cambodian People's Party and over the national administrative system.The investigation of Hun Sen and Hun Manet based on these four specific concerns is to ensure that the Cambodian state system respects the spirit of the constitution, which requires equality before the law, regardless of the position of the perpetrator. Proper investigations give more confidence to foreign investors in the implementation of the law in Cambodia, which is beneficial to the Cambodian economy.Paris, France, July 10, 2025.
